Incident: Icelandair B757 Feb 26th 2013, caused mainly by cracking of spoiler blocking.

The RNSA wrote: "In the case of the actuator for spoiler #6, once the disassembly started it quickly became apparent that the Blocking and Thermal Relief Valve Housing was fractured. The component manufacturer (Moog) advised having seen this failure mode on several occasions, during overhauls, although never as a part of reported in-flight incident. B757 spoiler blocking was made by Moog itself presumably using good material and Moog supplier NHJ was the sole supplier for B737 spoiler blocking since 2015 caught using fake material. details at

Even the good material could crack causing a plane landing incident/accident, just think about that SPOF using fake, substandard material, and not just one spoiler fail, all 10 spoiler might fail same time all using fake material. it will certainly crack the parts resulting spoilers to be ripped off from the wing even faster.

Well, now they have an "in-flight" incident. I assume Boeing now knows and it would be interesting to know what, if anything, will or can be done to avoid this happening again "in-flight" or what would have been undertaken if Boeing had known.
Is it just up to Boeing? Surely the part-manufacturer Moog is responsible for their product and for flagging potential failures….but based merely on the info provided here, I have to ask: "what were these people thinking of?" - just because it never happened before, doesn't mean it won't ever happen.

I am contacting you about a serious public safety matter. I am a neighboring Washington State resident, and while I do not reside in your district, I hope you will act on this information due to your status as the subject matter expert in Congress on the danger posed by unapproved parts in the aerospace industry. I found about your interest in the subject through your comments in NBC Bay Area’s 2-27-2018 story about the unapproved parts threat and Mr. Charles Shi’s whistleblowing efforts on the same story. I am Gerald Eastman, a longtime whistleblower on serious fraud in the aerospace industry. I maintain a website about the fraud I have witnessed in the industry at http://www.thelastboeinginspector.com . But this letter doesn’t relate directly to my whistleblowing efforts over the years.

I advocate for other whistleblowers as well as part of my aerospace whistleblowing efforts (a strange hobby to have, I know). I found out about Mr. Charles Shi’s whistleblower efforts in my monitoring of the news last October, and we started communicating and working together. It is his whistleblowing efforts that I am asking your help with.

Mr. Charles Shi was formerly a Moog Aircraft East Asia Supply Chain Manager based in China. He has acted as a FAA whistleblower since early 2016 on what he rightly considers an extraordinary commercial airplane safety threat concerning one of Moog Aircraft’s Chinese suppliers’ counterfeiting of a Single Point of Failure (SPOF) trunnion block used on Boeing’s 737 model airplane. The noted trunnion blocks are a safety critical component of the 737 spoiler actuation system, and due to inaction/incompetence by the FAA in investigating Mr. Shi’s report, are still installed on some 500 Boeing airplanes in service.

According to Mr. Shi, the FAA did not conduct an independent investigation of his whistleblower report, nor did they pass on the criminal counterfeiting information related to his report to law enforcement agencies per the FAA’s own Suspect Unapproved Part (SUP) procedures. Instead, they accepted what Mr. Shi calls Moog’s willful and fraudulent misrepresentations during the “investigation,” resulting in the present dangerous situation, with the FAA allowing the counterfeit safety critical parts to remain on the noted Boeing airplanes, which are still in service.

Mr. Shi has been reaching out to the press to expose what he considers the FAA’s cover-up rather than investigation of his report. So far, 4 stories about his efforts have been published, including the latest, a surprisingly non-partisan Conservative Daily Post (CDP) report at:

According to Mr. Shi, the CDP story has finally started to reveal the more serious criminality and fraud that he reported to the FAA. Other mainstream reporting only touched on other violations--the badly mishandled (even though substantiated) items from the FAA’s flawed investigation process.

Mr. Shi has repeatedly complained to the DOT OIG about the FAA’s mishandling of the case. The DOT OIG informed Mr. Shi on October 24, 2017 that the OIG would look into the complaint, but it has now been almost 5 months, and Mr. Shi has so far not gotten any feedback from the DOT OIG that an official criminal investigation by law enforcement has been launched, and so far none of the counterfeit safety critical parts have been removed or recalled, leaving Mr. Shi wondering whether powerful interests and the FAA’s tombstone mentality are still at play today in his case, while the flying public is effectively playing Russian Roulette each and every time they fly a Boeing commercial airplane affected by this fraud.

So, Mr. Shi is now trying to reach the relevant U.S. lawmakers to intervene in his case to ensure the correct outcome for the safety of the flying public. Since he is not a U.S. citizen and has no Congressional Representative here, he wished me to write this letter to you, asking you to take action in demanding a full FAA and law enforcement criminal investigation to remove all counterfeit/substandard safety critical parts he has reported to the FAA as soon as possible, hopefully before any fatal accidents take place.

Below are the more serious violations that Mr. Shi believes the FAA and law enforcement should focus on in their investigations of this matter. 1. Moog Chinese supplier Suzhou New Hongji Precision Parts Co Ltd (NHJ’s) falsification of material certifications and use of counterfeit materials for safety critical trunnion block P665A0039-02, a component of Boeing 737 spoiler actuation systems on some 500 737s now in service.

2. NHJ illicitly outsourcing 11 out of 30+ Moog part numbers (one third of Moog business), comprising thousands of piece parts, to unknown, unapproved sub-tier suppliers. Many of these parts are safety sensitive parts used in Boeing flight control systems. These parts are already assembled into Boeing in service airplanes and pose a safety threat to the affected planes, endangering the flying public.

3. Moog illegally leaking confidential FAA whistleblowing information to the very suspect of the whistleblower report, thereby effectively endorsing the suspect work by NHJ, and tampering and destroying evidence.

I believe another safety critical problem uncovered by Mr. Shi’s whistleblowing but not noted above is the NHJ “MID number” raw material tracking system.

Due to these problems, NHJ parts sent to Moog that used that NHJ “MID number” traceability system have no traceability to the raw material they were made from. Couple that to the fact that there is evidence NHJ used counterfeit material in place of the correct certified material, means that, in my opinion, all such parts without well documented material traceability that Moog purchased from NHJ should all be removed from any Boeing plane they are installed on, and scrapped, as there is no way other than a destructive test of each part to actually determine that they are made of the certified correct material.

Because of these many material traceability problems in one small portion of the Boeing supply chain that were uncovered by Mr. Shi, I am asking you to request that the DOT OIG do a global and statistically valid audit of all of Boeing’s supply chain by randomly picking a specific component of a Boeing commercial airplane from any Boeing supplier or even Boeing’s own “internal” supply chain, whether from a turbofan engine, spoiler actuator, or any other part or assembly, and ensure that its material is traceable to the lowest supplier level, and that all material and process certifications are legitimate, unaltered, and from approved suppliers.

I believe Mr. Shi’s whistleblowing shows that, due to Boeing’s well publicized and overzealous cost and efficiency pushes, basic required processes such as raw material traceability are being intentionally and unintentionally compromised, with potentially disastrous resulting consequences for the flying public.

I witnessed many kinds of fraud within Boeing itself due to quality assurance corner cutting when I was an inspector there, as documented on my website. Just like in Mr. Shi’s situation, I had reported that fraud to the FAA, but they refused to fully investigate it, and in the end they only had incompetently investigated some eight percent of the items that I had reported to them, while they didn’t investigate at all the central allegation of my report—the Boeing QA management corruption behind all of the other items in my report.

Please ask that the DOT OIG perform the noted Boeing supplier raw material traceability audit as soon as possible to ensure that the fraud Mr. Shi uncovered is not repeated throughout Boeing’s supplier base due to their cost cutting driven abdication of their supplier oversight responsibilities.

In closing, I share Mr. Shi’s deep concern about his whistleblower report’s noted cover-up rather than full investigation by the FAA, and appeal to you to ensure that his allegations are fully investigated as soon as possible by asking the DOT OIG to direct the FAA and relevant law enforcement agencies to investigate his report per his provided documentary evidence, as well as perform the global Boeing supplier base audit I requested above.

Counterfeiting safety parts equal to time bombing. The Chinese counterfeiting supplier made fake safety parts, Moog Aircraft put them on Boeing planes, Boeing and FAA knew the fact but they all chose to cover up because of self interests.

Moog corporate willful and criminal cover up creating the irreversible and extraordinary mess to the U.S. aviation system TODAY that is fast becoming a nightmare to all stakeholders.

I’ve been concerned about complacency setting in but was particularly concerned by a quote in a news report attributed to the acting FAA Administrator in response to a DOT Inspector General report highly critical of the FAA’s actions regarding suspected unapproved parts. Thank you for asking this critical question which is a very good one.

The fake safety parts are mainly that SPOF of B737 spoilers, NHJ was the single source for that part since early 2015 till 2017, compromising at least 500 B737 now in. service. We may just roughly use Boeing B737 delivery data to name the airlines affected. Boeing data at:

A Southwest Airlines flight headed from Nashville to Dallas-Love Field on Monday night had an issue getting one of its wing flaps extended and made an unscheduled landing at DFW International Airport. The plane is a Boeing 737-700 Southwest Airlines flight unscheduled landing at DFW Airport | Fort Worth Star-Telegram

Moog Aircraft is the sole manufacturer of B737 spoilers with the flaps reducing speed when touch-down. Moog has been knowingly sourcing and installing counterfeit safety critical or single point of failure blocking of B737 spoiler actuator from a verified counterfeiting Chinese supplier since 2015 compromising some 500 B737 now in service. Moog Aircraft internal suspect registered a shell company suspected of receiving kick-backs.

The suspect was colluding with a verified Chinese counterfeiting supplier who was supplying the single point of failure blocking of B737 spoiler compromising some 500 B737 now in service.
