Here's a little more from the National Post:

Bombardier eyes CSeries maiden flight by Sept. 17 after key permit secured | Financial Post

Key phrase is "by Sept 17". So it could be earlier, but no later than, apparently, Sept 17. Assuming the weather is OK.

Very much looking forward to this.
