Financial aid

In one of my posts I said I'm interested in doing a ATPL + FI course.
As many of the people in we have a problem to do this courses. Money.

My question is:

Is there in Spain any public organization similar to "Ministerio de la educacion (MEC)" which borrow money to study a pilot course?
