landing minima format question

Am trying to figure out the difference's in the the LAX ILS/LOC 24R minimas. Their are two Localizer approaches for this runway. I am confused at 'what is the purpose of the 2nd one listed' , which is listed under Arbie fix minimums. Whats the significance ?

My guess is that if your DME is not functioning correctly and you cannot identify the ARBIE fix at 3.4 DME, then you cannot descend below 540ft due to obstacles below you.

Believe you are correct. I neglected to look at the 'plan view', and now see that there is an obstruction (310') at/nearby ARBIE.. Makes sense now. T/y
