Seen RYR aircraft doing circuit training at EMA and PIK on Flightradar24.

Do all Operators use 1500 AGL per the FCTM? Or does the airport authorities dictate the altitude? I’ve heard some allow 3000ft but surely thats way too high?

From what I've seen RYR go round the circuit as quickly as possible.

The a/d operator decides what the minimum visual circuit height is, not the aircraft operator. It will be based on local planning conditions and environmental requirements.
When the operator at Farnborough asked me to design 'noise friendly' procedures for Farnborough, I suggested 1,200ft amsl (roughly 1,000ft agl) for 'light' aircraft and 1700ft amsl (roughly 1500ft agl) for aircraft above 2730 kg MTWA and that's what is notified in the AIP.
