Kostanay Airport Resurfaced Runwat 'certification"

Kostanay Airport, Kazakhstan, Air Astana have not been flying from here for the last 6 months or so as they are resurfacing the runway. A local firm have been flying Antonovs from the grassy area beside the runway. Apparently the resurfacing finished weeks ago but it Air Astana cannot use the runway until it has been approved or certified. Does anyone know what this process consists of and how long it takes?
