Low flying Canadair

This Canadair was caught on video recharging it's tanks at La Concha beach in San Sebastian today. I appreciate he was trying to catch the calmer water in the bay, but the operation seems a bit reckless to me, but what do I know?

Your opinion please folks, especially from the professionals
