its a new technique in film where they can match the frame rate with a moving object. The one I saw had a helicopter hover, whilst the blades weren't moving.

At takeoff, an ATR prop is turning at 1200 rpm. That's 120 blades per second, so a frame rate of 20 or 24 fps, for example, will produce the static effect.

Trickier with a Shorts 360 (1675 PRPM, I seem to recall).
