How does a private flyer flying VFR in Malayisa get weather forecast & NOTAMs?

There's a lite version which is free, but frankly speaking, if you can afford to fly privately, you can afford $4 for the app! LOL |
I should add, the paid version of Aeroweather has NOTAMS as well for the major airports around the world as well as other useful information such as runway lengths, crosswind components, weather radar and webcams at some airports (it doesn't cover the regions where I fly unfortunately).

The Malaysian MET office has an aviation briefing terminal website here AVIATION BRIEFING TERMINAL | National Aviation Meteorological Centre (also reachable from their main website under Aviation Meteorology -> Aviation Briefing Terminal).
It's been freely accessible for some time. However, from 15 April 2015 onwards you'll need to register an account (not sure what that entails). |

I'm especially interested about the wind at different flight levels that is available from the M'sian ABT website, but can anyone assist in how to read that wind / temp chart? Any reference on what those lines (look like arrow of some sort) and numbers mean? Cheers! |
Those are wind barbs, they indicate the direction and speed of the wind at those grid locations.
