New Delhi, June 2:

Pilots with licences issued abroad may soon find it tougher to convert it to an Indian licence.

The Directorate-General of Civil Aviation (DGCA) proposes stricter norms, including a skill test on domestic aircraft and a verification of the licence from the original country where it has been issued from.

To be notified in a few days, these norms have been mooted because of the recent discovery of pilots with forged licences. Airlines affected include IndiGo, MDLR and Air India.

“The fake licence issue was one of the things that prompted us, but we were looking to make changes anyway and put some safeguards. Earlier, a pilot had to only take two tests to convert a foreign licence into domestic one, but now the procedure will be far more rigorous. The rules should be finalised in a day or two,” said Mr E. K. Bharat Bhushan, Director-General, DGCA.

The airline watchdog had been prompted to review its licensing policy after almost 16 cases of pilots flying with illegal licences was found across a few domestic airlines. About 8,000 licences have since been reviewed, while 7-8 pilots and few DGCA officials have been arrested.

“As a shorter route to get a licence, some pilots obtain licences from countries such as the Philippines where the procedure is much cheaper, simpler and takes a shorter time. In India, training takes longer,” said Mr Bhushan.

Another significant proposal is that pilots looking to get a higher qualification for flying more complex aircraft will now have to take an additional skill tests. Also, pilots who want to pursue flying training abroad and looking for endorsement for small aircraft will have to clear a technical exam.

Vigilance Officer

Mr Bhushan said that a Central Vigilance Officer at the Joint Secretary level has been posted at the DGCA to check on allegations/cases of favouritism and nepotism by its officials. However, he did not mention when the vigilance report would be made public.

If the DGCA cant trust themselves to issue licenses without a backhander, how on earth are they in a position to trust other authorities?

This rule is really of no-use and also just another nonsense proposal put up by the DGCA to improve the "Situation".....

People who are going abroad...except philipines...like US, Australia, New Zealand, Spain, Canada etc have gone through much rigorous and transparent training than most of the flying clubs in India.....
Guys in NZ and Australia have to pass 11-12 exams for their CPL...and its Europe is a real pain in the a**.
I don't think that these guys should be made to appear in another skill test or make them sit for another 3-5 exams...yeah...unless the DGCA is willing to pay for these tests.

Now I know some people who have done flying in India will oppose to me...but I make it very clear that I have said "most" flying clubs in India...not all of'em.

I think its just another plan of the DGCA and Aviation ministry to delay the processing of CPL and prevent the already over-spilling of jobless pilots to fill over and again.....its just a policy to lighten the burden on the government......

I think that the DGCA should better work something out to prevent their own officials in indulging these cheap and corrupt practices and it will be more than enough.

Most of the pilots with fake licenses did their flying from India and not abroad. I cant express how frustrated and disgusted am after reading this. First they discontinue accepting the BE-76 and now this. Next thing you know, they won't accept foreign licenses.

By looking at the situation, that day also seems not too far when foreign licenses will no longer be eligible for conversion......it might just take a single case of forged flying hours done in a country like US or others I mentioned.......but thankfully it hasn't happened so far and hopefully will never happen ever!!

Understand some people do it because of unfair DGCA rules/assessment but I seriously dislike the people who forge flying hours. Firstly they are in aviation only for the money or glamor. They think that they are ' TOP GUNS ' and are cool. They don't know **** about aviation and all they want is to fly an Airbus.
Not only they are making aviation dangerous, they are also making it difficult for us. :mad: making the place crowded like a fish market. They deserve to be locked up for life.

When is this rule to be enforced?

Would it affect the licenses already in process for conversion? Hope not. But I just dont trust the DGCA at all.

Besides, wasnt the DGCA doing these flight tests and additional exams till about two years ago? Guess they had stopped doing it cause all the pilots trained abroad passed it so easily. No one ever failed that. Even the DGCA realized the waste of money in this process involved.

The lazy idiots hadnt even amended the conversion chart for this till about a few months ago.
They cant even publish their own rules rightly.

It was just a waste of time back then. Waste of time now.

I SOOO hate being an Indian cause of these stupid corrupt & show off organizations like the DGCA. Have spent a ton of money for that license and cant even apply for a job cause the idiots cant do their jobs honestly and issue my Indian license on time.

Could somebody please introduce them to the FAA or JAA procedures?

Why is wanting a corrupt dgca to be changed and an update of rules formed 80 years ago when aviation was bit different than now disrespecting aviation?

I think people like you who are ok with the state of Indian aviation disrespect it much more.
