BE-76 aka duchess not recognised by Indian DGCA anymore
 
Just came to know from a friend who's converting his license that the Indian DGCA does not recognise BE-76 as a multi engine endorsement .

The DGCA guy told him that he can be issued a single engine CPL but not with a duchess endorsement as they dont recognise it anymore .:ugh:

What about people who did their training on be76 and now have to go back for recency...

If anyone has any info on that?

Also checked on DGCA website...Under "a/c accepted by dgca", it doesnt have BE76, however, under stastics OPERATOR it shows
One BE76 still registered....

Hey the link you seem to gave seems to be genuine but here is the sitemap of the DGCA Sitemap of DGCA

In here, there is no directory "AD" so could you please tell us on how did you come across this link? And also i tried to Google it but no relevant results!

brother, jus go to dgca website.... there u will c "Aircrafts on the top.... put ur pointer on it, there is a drop down menu, there u have a link which says DGCA approved aircraft........ c that

Had a word with Mr. Vashisht, asst director DTL DGCA,

He says that BE76 will not be endorsed anymore and no renewals will be done on it.
The reason he stated is very simple-- All the a/c which has C of A(certificate of airworthiness) issued and VALID can be endorsed.

The only BE76 available with bihar govt has an invalid C of A and hence no renewals can be done on it.

So that means if one fine day all senecas in india goes in drain then all the pilot with seneca issued Licenses will not be eligible of any renewal.

I was plaaning to do my multi endorsement on the PA-30 Twin Comanche but it seems that the same rule applies to the Twin Commanche. This rule is a bit surprising considering that the earlier requirement was that the particular type should be registered (no valid COA condition earlier) in India.

I had a friend who got his endorsement on the Twin Commanche in June 2010. However, the COA had expired in 2006.

Any news on when this rule has been amended. Another source of further complications from DGCA.

My CPL is multi & IR endorsed on the Duchess, what do I do when I need to renew my IR, this August?

What other way is this going to affect me?

Well this doesn't even contain C-152 & C-172 nav II. I am anticipating that this list is generated as an update to the previously existing aircraft list that are registered in India.

looking at this LICENSING RULES AND REGULATIONS and the 4th point which highlights that Note: The tests shall be on the type of aircraft which are also available and registered in India and the test shall be on performa as
laid down in India duly authenticated by the Instructor/ designated
representative of State Regulatory Authority
i think DGCA argument to deny a students application on the basis of "available and registered in India" could be fair but just because one and only Bihar be-76 got grounded couldn't conclude that a student couldn't apply his/her CPL because Be-76 doesn't fly any more in India. :confused: because it is still airworthy in most countries.

I am little curious what should we do to get out of this situation. and i am worried why isn't there any official note released on DGCA website clarifying this issue?

@nikhil.
Friend, if you have a single engine rating then do your IR check on that or if you want a multi IR then you will have to give the technical exam and ask for syllabus from FID DGCA for getting another multi endorsement, which i think is fam, day and night and IR check.

I wonder when these DGCA BABU's will learn more about other countries aviation and will generalise multi ratings and single engine ratings as FAA has in thier system.

Now adays DTL is filled with ELP applicants...Its looks like a fish market between 4-5Pm...

+1 to that. Earlier the requirement of aircraft to be available in India were due to the checks on the same type that had to be given for conversion. But they have been done away with & can be a part of recency abroad, so wonder why this clause wasn't modified. :ugh:

These :mad: at dgca dont realise that for a plane to be registered in india it has to be bought by somebody. One who can afford one will atleast buy one big enough to carry about 6 people, these are not trainer a/c but proper people movers, and are pretty expensive to train on.

well guess we all have to pray that some politicians son trains on the duchess for them to change things.

i just finished my recency on the duchess here in FL, USA 2 days back,was packing my bags when this news broke, have cancelled my ticket home & am awaiting further clarification on it. There might be an open house held by the Director DGCA on fri or mon. will hold on here at least till then & improve the us economy by buying more booze :)

Didn't even see partenavia p68 in that list. Duchess BE 76 is still in this list of aircraft in India. So, what do we do now? Make some noise?

Hi, below is an excerpt from an email i recieved from a friend who was denied a multi endorsement yesterday on BE76:

5. DGCA rep was informed that

a) close to 2000 licenses have been issue on this aircraft since 2008 some as recent as 2 months back.

b) The aircraft is registered in India & the C of A is the responsibility of the operator of the aircraft and is only required when the aircraft is to be operated.

c) Like the Cessna is the is the most popular single engine trainer worldwide, duchess is the same for twins followed by seminol & the Piper twin comanche which have also been taken off the list of approved aircrafts.

d) For a plane to be registered in India it has to be bought by a rich person. who will buy a big high performance plane, which will be difficult to find at schools & pretty expensive (double the cost)to train on.

e) The school is willing to provide a copy of the FAA Issued, Aircraft registration & the airworthiness certificate for the aircraft we trained on.

f) We like many others had enquired in 2007 before embarking to train on this A/c and were told its not an issue as the A/c has to be registered in India.
The same was told last month before i left for recency, also was told that atleast those who have already flown on it or in the middle of training will be allowed to convert, they might be asked to write an application to the Dir DGCA.

6.) His response

a) Aware that licenses have been issued.

b) Onus is on us to find out names of those who have been issued licenses, will revoke licenses of those whose names are brought to him.

c) suggests we go & train on the SENECA V or the Beechcraft Baron the smallest twins available in India. for reason 5d listed above.

d) Says to write application addressed to Dir DGCA for exemption or re-look policy. But to give the application to him & not the Director

Question. I went to DGCA's active aircraft registry and searched for "duchess". It shows VT-EJR (Duchess owned by Bihar govt) as an active aircraft.

So, don't aircraft in India need to have a Certificate of Airworthiness to be active?
