PCN and ACN

Why can the B777ER with and ACN of 120 operate in RPLL with RWY 06/24 PCN of 114 F/D/W/U? Thank you for the answers.

Somewhere (probably the OM-C) you will find a "temporary" permit to do so. Usually the airport authority will write a letter/email allowing a specific operator/specific type to use the runway/taxiways, even though the official documentation/charts are never updated. It's done on a per airline basis. It's a fudge often used by third world airports. As far as I'm aware ICAO seems to have no oversight and this is a loophole that an airport can use forever if the local CAA allows it. But happy to be corrected.

According ICAO 9157-AN/901 when operating on Flexible pavements (F), ACN can be up to 110% PCN.

An airline can "reconfigure" the aircraft to have a lower ACN. Just because a "standard" aircraft might have XX ACN, not all models are the same.

Increasing the number of tandem wheels per main gear. There are some Indian registered A320 running on bogies. Not a cheap option, that also penalize performance, but suitable for some operators landing on soft runways.
