Alpha Control

My company has switched from Jepp paper enroute charts to Jepp Flight Deck Pro iPad app. The paper enroute charts had a note near SAMAR clearly specifying a requirement for aircraft on A466 to contact Alpha Control on 119.7. On the iPad app I see that SAMAR has been renamed SULOM, but I no longer see such a note associated. I discovered that if you click on the A466 label itself you will find this obscure reference. But since I am not in the habit of clicking on the label for each airway I fly on (and assume most of you aren't either) I wonder if this is still a "requirement" that is enforced?
