Take a look at Eva Air, for sure they offer far better conditions, fleet, reliability and proper treatment as expat.
Check their website:
Valid ICAO ATPL, JAA ATPL(A) or FAA ATPL with first class Medical
2,000 total flight hours
500 hours in commercial multi-engine, multi crew jet, MTOW > 20 tons (related Airbus type rating/experiences will be preferred for A330 FO candidates)
400 hours in civil aviation co-pilot experience
No-incident/accident certificate issued by authority or previous employer
5 years of employment reference from aviation industry
ICAO Aviation English Minimum Level Four certificate or FAA English Proficient

Remember, that is what they would like the pilot to have, not necessarily what they'll get with the extremely poor terms and conditions.

I'm still around the area. If you're going to be in this area, it's worthwhile to at least stop by and give it your best shot. I pushed a buddy to do that after they wouldn't answer his emails and he was hired that day. Good luck.

Before any non Filipinos apply for cebu pacific i would highly recommend if you get in touch with the management if they are even looking at expats in the first place. Just a few threads down this forum you can see where Air Asia Philippines conducting recruitment on behalf of Zest air turned down all expats ON THE DAY of the recruitment stating that it was for locals only.
This after the expats were assured that they can attend the interviews...
On the other hand...Cebu Pacific had taken Expats on "local terms" in the past

Be ready to go back home with empty hands unless you are local, obviously as it happened with the Airasia roadshow on june 10th they will let you come here, because is more fun in Philippines with plenty of promises, and then face the reality, NO EXPATS right now, they will keep you file for further recruitment and then you can enjoy some days off in Manila thanks to them.
Do not put too much expectations on any Philippine carrier, they are master of keeping you on stand by for ages, take it as a holiday trip, meet some locals girls and have fun, the positions are already taken before the roadshow, but bringing expats here its always a benefit for the country.
Contact management, send your resume and wait, they even make skype interviews, no need to waist a flight ticket to come.

more or less same thing heard from a friend who currently flies for them (expat).
However, he suggested to take a chance anyway...
Big orders,poor terms and some other contingency issues could be an advantage in this very moment...
