You guys in the islands really deserve it! Another Air Force dude who has no idea about civil aviation administration running your ATO/CAAP!

You really deserve cat. 2 and maybe even cat 3, if there is such category!

Did you ever realize that your military men are only good for working into their own pocket and not in the interest of your country (sorry banana island republic)?

get some of your good pilots from your many expat pilots you have and let them run your show but not guys who don't even know what's the contents of your CAR.

This is what your air force is:

Lots of air but no force!

Why appoint an unqualified Filipino?

The state of airport infrastructure and aviation in general is basically in crisis in the Philippines and needs fixing urgently. It is holding the whole country back. National pride should take a back seat to making real progress.

Anyone who is (a) Filipino and (b) a political appointee is automatically going to be under suspicion and will be spending most of their time playing politics rather than fixing things.

Why not cough up the money and hire a professional team for this job? If that means a foreigner then so be it.

Home leave and snow has an advantage: You can surf the net and look up what's going on around the world and refresh some memories about the PI.

During one of these excursions I discovered an interesting site called: philippineairspace.********.com and there are lots of interesting articles about the islands aviation industry. One of these articles is called: Cusi Quits CAAP - Good Luck to Category One!

FRUSTRATED by the constant pressure to evict him from his office despite a fixed four-year term, Alfonso G. Cusi tendered his irrevocable resignation as the director general of the Civil Aviation Authority of the Philippines (Caap) effective end of December to President Aquino.
“In spite of my four-year legal term, I submit my resignation for the sake of the Caap organization, the aviation industry and, ultimately, the country,” said Cusi in his letter. “This will give Your Excellency a free hand to choose a new director general who will continue to carry out the needed reforms in the Philippine civil-aviation industry and to whom the administration can give its full trust and confidence.”

“It has been an honor to work in government, and I will always be thankful for having been given a chance to serve the country,” said Cusi.

In Malacañang, Spokesman Edwin Lacierda issued a statement, naming Cusi’s replacement as acting OIC Ramon Gutierrez. “We welcome the resignation of Al Cusi. Now we can move faster in getting our country out of Category 2.” Gutierrez is a retired Air Force colonel and a former commercial pilot.

Cusi, since assuming the post on March 8, 2010, is leaving behind substantial progress in the government’s effort for the aviation industry to regain Category 1 status from the United States’ Federal Aviation Authority (FAA).

In 2007 the FAA downgraded the country to Category 2 status after the discovery of 89 “significant safety concerns” (SSC). Cusi had complied with the 87 SSC since taking over the post.

The last two items—organization and computerization—were within reach when the International Civil Aviation Organization (Icao) postponed its validation visit last month upon learning the Transportation and Communications department had appointed seven key officials, three of whom are outsiders, without Cusi’s knowledge.

Of the three outsiders, one voluntarily resigned, saying he is not fit for the office, while one of the remaining two had reportedly been booted out from an airline company where he used to be an executive.

President Aquino told reporters at Sofitel Hotel, where he attended the Christmas party of the Bulong Pulungan, that his choice for the next Caap director general “is qualified. He’s part of the Air Force; he’s part of the industry also. He is in private capacity already. I think he is very capable to advance the agenda as far as the air travel in the country is concerned.”

He added he wants to fast-track the resolution of the Caap problems.

But spooked by these developments, the Icao said it was postponing the visit, which would have removed Philippine Airlines and Cebu Pacific from the blacklist by the European Union, worried they would be dealing with a new set of officials.

This setback was also noted in the Icao Audit advice on their findings on the SSC and the EU blacklisting of all carriers registered in the Philippines.

Cusi has steered the Caap toward the right direction to regain Category 1 rating with no less than the president of Icao and the recent EU visit declaring that with Cusi’s leadership, the country is on the “right direction” and “it is only a matter of time” before we regain Category 1.

As director general, Cusi dedicated his efforts in transforming the Caap from a government line agency to a government-owned corporation as mandated by Republic Act 9497, otherwise known as the Civil Aviation Act of the Philippines.

A management expert, he was top honcho of the Philippine Ports Authority (PPA) for three years before he was appointed general manager of the Manila International Airport Authority (Miaa). During his six years stint at the Naia, he steered the premier airport to a point where the three passenger terminals were awarded ISO 9000, a world ranking that testifies to their conforming to international standards.

Cusi said he is keen in professionalizing the Caap, which, up to his resignation, was already training scores of people in aviation high technology, pilots, cabin crew and other highly sensitive positions. Most of the trainees were former Philippine Airlines pilots, cabin crew and experts in several fields.

Under the guidance of foreign experts from the Icao, the pilots and crew members are scheduled to undergo training at the Civil Aviation Training Center in Bicutan near Merville Subdivision.

neither both will not perform its best until career personnel lives inside CAAP where these employees are not doing their job well. kahit sino pa ipalit dyan at kung hindi rin susunod mga tao sa ibaba, WALA din mangyayari. kanya-kanya pa din tago ng papeles. sabi nga nila, "i'll cover your ass, you cover mine". - Cheers!

Happy days are back again! Corruption will flourish like in the old days when CAAP was still ATO and always a military was Assec!

The only time when CAAP really got their act together was under Capt. Ortega. The rest of these Assecs (all ex. PAF) were corrupt to the bone!

Now that a good man who can not be corrupted has left the ship CAAP is doomed to fail again! As CAAP said: CAAP will not perform until career personnel have been installed!!!!!!!

Gutierrez's appointment is in keeping with President Noynoy Aquino's policy of appointing intellectually lightweight officials to cabinet-level posts. I wonder what Gutierrez's credentials are, outside of always being there to suck up to then-presidential candidate Noynoy.

Cat 1... the now-impossible dream.

Hi credentials - as he stated by himself in the briefing he held on 23. December:

- PAF Pilot
- MD of Corporate Air
- Member of the board of Zesto Air

- No management experience of a company with 3,500+ employees
- No formal training in Management

ONLY ASSET: Classmate of GM Honrado and buddy of his.

and he asked some of the consultants who DG Cusi brought in to stay. All decline politely but firm.

Many experienced pilots have left with DG Cusi and there'll be a big "knowledge vacuum" left behind and no inspectors wants to join now.

That idiot Noynoy should've at least waited until the country exited Cat 2 before making changes. We were so close. Now he's jumped the gun and spooked everyone. And all for what? To please another buddy of his? Or a buddy of a buddy?

If by some long shot the Philippines exits Cat 2 sometime soon, it will certainly not be because of Gutierrez.

Looking at Gutierrez's resume should be enough to scare people. Managing Director of Corporate Air? Director of Zest Air? Are these credentials anything to be proud of? Are these airlines' performance anything to crow about?

DG Cusi may not have been an airman but he brought solid corporate and administrative credentials to the job. And to head the CAAP, we need an administrator, not a pilot. Being a pilot should only be incidental to the job, not a necessary qualification.

Yes, as said on another post, Noynoy is appointing yet another lightweight to a vital post. But what can we expect from a lightweight President?

not a "Director General"


what is the "real" plan right now?! hmmmm...


the only assurance that the president will "appointed" a person who is really "qualified" for the job in CAAP!

Our President had a bad hand when he choose the present DG. Capt. JA would have been the right person for this job but not RG. RG loves to travel and be absent from his office most of the time. Very different from his predecessor. Most of his staff are people from an airline where he was a Director before and are on their payroll, too. JA does most of the work and thinking and he has the brains and the understanding for the tasks at hand in CAAP. RG loves only to represent and collect the benefits. The work he leaves to others.
