MANILA, Philippines - The head of the Civil Aviation Authority of the Philippines (CAAP) will stay at his post, Presidential spokesman Edwin Lacierda confirmed on Monday.

President Aquino had chosen a replacement for CAAP director-general Alfonso Cusi, but the latter changed his mind about submitting a courtesy resignation.

Cusi took over the helm of CAAP on March 3, 2010 after withdrawing from a congressional race in Oriental Mindoro.
His appointment was controversial because it was done on the eve of an election ban.

His term was not co-terminus with former President Gloria Arroyo, and will end on March 2014, airport officials had said.

During his first 100 days in office, Cusi was able to make a dent in the Flight Standard and Inspectorate Service after he asked the National Bureau of Investigation to look into claims that pilots were being sold licenses without requiring them to take an examination.

As CAAP chief, he also prevented the Middle East and Australia from blacklisting Philippine carriers after assuring them that local airlines were safe.

CAAP is currently in the process of complying with safety issues raised by the Federal Aviation Administration that led to the downgrading of the Philippines' rating to Category 2 from 1.

The European Union, in March, banned all carriers from the Philippines from mounting flights to the 27-country bloc due to safety concerns

the gloria had left behind her venom to see to it that the new administration will fail. cusi is a test of PNoy's "daang matuwid". cusi is definitely DUI of the previous dispensation. he is one of the causes of our languishing in category 2. he was the GM of MIAA when all the kapalpakan at the international airport happened. seems nothing will ever change in this blighted land.

Be that as it may, the only thing scarier than having a Gloria holdover is that P.Noy's personal choice was a nincompoop with no proven managerial experience whatsoever in civil aviation or any entity worth mentioning. He did diligently hang around the Aquino election campaign though. His appointment would've spelled Philippine aviation's doom.

cusi's replacement

what i know is that the nominated replacement used to be an executive of corporate air and is presently a vice-president at zest air. he has been in the aviation/airline industry for decades. he is a pilot.

Malacañang seeks Comelec’s OK to replace Cusi

PRESIDENT Benigno Aquino III will replace Alfonso Cusi, an appointee of former President Gloria Arroyo, as director general of the Civil Aviation Authority of the Philippines despite his fixed four-year term, an official said Monday.
Mr. Aquino included Cusi’s position in the list submitted by the Executive branch to the Commission on Elections for exemption from the Sept. 25 appointment ban.
The Comelec has already granted the exemption to the 143 positions while the appointment ban is still in effect due to this month’s village elections.
Earlier, Transport Secretary Jose de Jesus said Mr. Aquino had already chosen the next CAAP head, and one he could trust.
Presidential spokesman Edwin Lacierda said De Jesus was “monitoring the performance” of Cusi, who, however, was not covered by Executive Order 2 firing the so-called midnight appointees of the previous administration.
The midnight appointees are those officials who were appointed before March 11 but who took their oath or assumed office after March 11.
Cusi, a former general manager of the Manila International Airport Authority, took his oath as CAAP chief on March 8, three days before the appointment ban took effect.
De Jesus said Cusi agreed to submit a courtesy resignation on July 6, but then changed his mind on the strength of his fixed four-year term.
Cusi’s aside, the other positions under the CAAP that were included in the exemption list were the deputy director general for operations, the deputy director general for administration, the assistant director general II for air traffic service, the assistant director general II for flight standards inspectorate service, the assistant director general II for air navigation service, the assistant director general II for aerodrome development and management service, and the assistant director general I for civil aviation training. how long will it take to appoint a new DG?? Alot of us are still waiting in vain for our practical exams (a/c mechanic) to start... it has been 3 months since we took the written exams and I am think that our examination permits will reach its expiration... caap people told us that we still need to wait for the new DG before they could process again the licenses...

Yes, your Corporate Air guy is the right man for CAAP. How high were the losses of Corporate Air over there in your islands?

I don't even know this guy Cusi in person but I know this guy Ramon G. cause he applied for another job during his time in Corporate Air. And I interviewed him.

Should I say more?

just asking....why pnoy is allowing that caap should be administered by those people who doesnt have enough background when it comes to aviation???? i just got a chance to know that cusi is one of the owner of starlite shipping (its a ro-ro business with route from batangas-roxas mindoro-caticlan) is this related in aviation? and also his assistant max a german national who decides everything before cusi will sign, max is not a pilot, not a maintenance engineer, and not an aeronautical engineer or even how to say that is he an airman?????just wondering why are these guys still in their position??????just asking....

Look,

Say what you want to say but Cusi is the best DG this country has seen in a long time. Smart, Savvy, and trusting his experts (99% Philipinos) to give him the proper advise. He ran airports for how many years plus was port authority head. He does not need to be an airman give me a break. As far as the German guy goes he is an ex-fiighter pilot from German Air Force.

not surprised about this. pnoy wasn't the one i voted for last elections. hahahah... bahala na nga kayong mga pinoy... if i get any opportunity to get out of this country, i really would. the fact that p-noy won the elections and the fact that cusi stayed as caap chief are giving me more reasons to get out of this country. for real. my only hope for this is for me to get that job as "legal consultant." hrrrrr...

if you want to get out of the PI why don't you just do it and spare us the melodrama? cusi was appointed by the previous prez 2 days before the election appointments ban, so it pays to have a little perspective. i am also troubled by your intent to stay in the country ONLY if you get hired as a legal consultant. not saying it's bad per se, just that when you started posting it seemed your intentions were a little more noble than just getting a job.

just curious, how is the bankruptcy of corporate air, and the fact he applied to your company relevant to RG's future performance as CAAP head? were there hanky-panky in corporate air that led to the bankruptcy? were his answers to your interview terribly off tangent, vis-a-vis aviation regulations? enlighten us further pls...

@chairwrecker, i'd definitely spare you of some melodrama if that already annoys you... but regarding going out of the country: trouble is, i don't have the opportunity yet. and yes, i do have very very noble intentions because i'm already sick and tired of all the mess our country is going through. if you know me personally, you'd definitely understand why my being a "legal consultant" is more than just a job... it's an urge actually... i really really want to help this country improve (all my ancestors, cousins, etc etc etc are filipinos!!! and i've been living here for almost quarter of a century and i've never been out of the country!!!)... i just don't want to get rich... what's with wealth anyway when everything around you is in despair? i'd want to get things in harmony, for real... sorry for making this such an off-topic post. i just want you to understand why i'm being "melodramatic." hopefully you'd understand so we can get back to the topic already. sorry for the annoyance, i'd spare you the next one (as much as possible).

Ive worked in CAAP (ATO) for several years under different DGs (Assec). During those years, I served the flying public with great dedication and diligence. But like many others, I left for greener pastures so I guess Im in no position to say who should head CAAP. But to all my former colleagues in air traffic control who continue to endure the oppression, injustice, harassment, bullying and frustrations in CAAP for many, many years...you have all the right. You guys and gals are the real pride of CAAP.

Cusi or no Cusi..hang in there ATCs. Your time will come someday.

aviation english

airline pilots are required by ICAO to be at least level 4 in their aviation english proficiency by march 2011. the CAAP had been conducting the screening/testing of the filipino pilots since last year. most of the cebpac pilots are now certificated. the fee - Php3,500.00 and unreceipted.
what gives? all these for a 30 minute dialogue with a lady trying to be a better english speaker than you. well, twotters would probably think cusi is not in on it. me, too.
