Did you clear that failed paper in a later attempt?

I myself failed in one subject in my HSC exams in February. I cleared it in October the same year.

So long as you legitimately pass 10+2 (with Physics & Maths) and have a passing certificate from the board, you are definitely eligible.

Hope that cleared up your doubt.

DGCA will only recognize your foreign qualifications if you get an equivalence certificate from Association of Indian Universities (AIU).
Read this brochure, if you're school is listed in there somewhere in point 39 or 40 onwards, you can get your qualifications certified.
Download their form from AIU website and mail it to delhi with supporting docs and demand draft of certain amount.
It's a time consuming process. I've been through it since my qualifications are Canadian.

Edit: forgot the link!
