I mean, in some places they're very much unrestricted, providing a clearance and then traffic information if conflicting traffic...

Maybe I missed the point, but the VMC minima is the same for all controlled airspaces, so in that respect class D is no different from any of the other, except you can ask for Special VFR in control...
