...there should be a "Final" report issued sometime this century; not sure what the RCAF calls it, formally.

That October 2010 report is merely an interim/preliminary investigation report......

I'd also note that formal Boards-of-Investigation do make errors, usually take excessive time...

No mention of any aircraft malfunctions, compressor-stalls, bird-strikes, cockpit...
