Yes, electrical motors are used to fold the blades. But it is my understanding to properly position/restrain the blade the dampers are hydraulically extended to the max-lead postion.

The UH-60 Stabilator doesn't really enter into it. Like you said, reducing pitch attitude is the key....

FWIW, I will admit to employing NVGs on the IMC to visual transition portion of an instrument approach many times since visual reference is improved with the NVGs.
