There could always be an auto-stowed at certain TLA or N1. If the jet was overspeeding, the TLA would be likely below or moving to a lower power setting with the A/T on.

I'm only speaking about the speed at which N1 is changed. In VNAV SPD during a transition from level to climb, it takes VNAV forever to start a climb where LVL CHG seems to add power more quickly.

Some planes are equipped with an additional DC-powered fuel pump. IIRC, it's in the L Main tank as well. I think it's powered on with the APU start switch. Not a common option, I believe.

But, max rotation would be 138+20 or 158.

So rotate at 158...
