When GMP made a case for getting the Defender it was sold to the bosses as a multi role aircraft leaning mainly towards surveillance but available to cover routine work when the Explorer was down....

A fixed wing aircraft is OK for surveillance so long as you can get the height and stand off like the very successful GMP Defender routinely did. They are not very effective at helicopter heights.
