Heathrow is scheduled to 98% of its capacity, itself about 10% more than is desirable, as such a high scheduling places great service pressure on the system that operates it (NATS). Not much headwind...

Interesting. NATS would not entertain crossover on departure until traffic is stable and we haven't got the airspace available to achieve that; nor would the regulator here approve it....

Agree with HD... I don't believe you can authorise descent on the ILS until you know traffic is loc established as it is the loc that keeps traffic within the terrain safe area.
