Seat belt signs OFF during taxi.

I see no problem with this even if the A/C is taxiing very slowly. I once allowed passengers to leave their seats to use the toilets during a very very long taxi although I left the seat belt signs...

APU Vs IDG fuel burn.

The APU must burn more fuel than what could be saved from a disconnected IDG. The size of the APU turbine I am sure would consume more fuel than what could be saved from a disconnected IDG.

All lift also produces drag.

Due to the fact that the autoslat will only work if you have the slats extended I suspect that he got into the habit of extending the slats once he was below 250 KTS as an extra safety net....

As far as I know all indicated fuel on the gauge is useable. If it says 2000 kgs, then you can plan on being able to consume another 2000 kgs. However your company will have SOPs that say you should...

Slow Vs fast rotation rates.

I agree with the 3 degree rotation rate. If you are not going to do 3 degrees per second then slower is better than faster. I have often shown my Co-pilots how close some A/C tails come to touching...
