My advice would be to do EASA PPL and then FAA CPL (which is basically an advanced PPL .

Use the intervening flight hours to do get more quality experience like building x-country and night...

I am not sure that is correct.
The CAA will approve an EASA Examiner to conduct an IMC revalidation. I did mine in Spain 3 years ago. So training would be even less of a problem I would have thought.

Cessna 172

Air Adventure in Subang (KL) have an N reg for hire. Rules have changed a wee bit now though. Approval from the CAAM is required for each flight. But still relatively easy.

I think Whopity is right regarding examination. But the CAA will brief other European examiners on how to conduct IMC revals. I did this last year in Spain.
