Well if aircraft that were flying every weekend before this happened are now not flying regularly they can pretty much tell exactly which airframes that were being used for this sort of thing.

add in surveying, photography and flight instruction and you have aerial work which doesn't need to be multi crew over the age of 60.

Its more than likely they needed to get a "visitors pass" and escorted to the aircraft on the apron.
