At a guess, the pilot did a Lear type-rating in the States, when he was issued that restricted Commercial. Then he probably went back to Mexico with the US paperwork and got the Lear type-rating...

I believe that under ICAO rules, one can fly a foreign-registered aircraft using one's national licence. (That came up once in Nigeria, when I had to look that up for some Nigerian-licenced pilots...
