[penalty +30%] >>> FMS burn (100%) + 30% = 130% = 1.3 x FMS
[penalty +180%] >>> FMS burn (100%) + 180% = 280% = 2.8 x FMS

Don't forget the additional +15% for doors ajar in case of gravity...
