If the radar display you are using is a processed system which shows ONLY secondary returns..ie returns from the interrogation of the transponder then aircraft with the transponder OFF or on STANDBY...

Yes...but there is also PROCEDURAL airspace which has NO radar and therefore the information is transmitted...
