Referring to Fig.14 of the prelim report, lifting the lipseal could have been a measure to get access to the rivet heads.
Rivets sit quite close to fuselage`s outer skin.

There might be a solution avoiding the plug being taken on board to carry frame loads. Imagine 12 "bolts" only engaging with the plug side contact brackets and protruding with their unthreaded ends...
