You need to be able to take off with the ability...

You need to be able to take off with the ability to use 30 second power 3 times. Once on takeoff to get you out of harms way, once on an aborted landing, and once on final landing.

THe Polish W-3 'normal' rotor RPM is 85%, so unless it's a limit, it's not a problem.
But then again, why put a number there at all? Why not just marks on the gage???...
