Problem is the 787 is too big - Boeing needs something in the 200-250 seat range - where the 767 fits - but the available engines (PW4000/94" and CF6-80C2) are 30 years old and burn much more fuel...

They'd have to start building 767-400s again...

They'd have to start building 767-400s again before they could ramp up production - it's been out of production for over a decade.
