Thats means I cannot apply since I only have a normal HKID card and not the HK permanent ID card.

But I would like to know how do foreigners get in without a permanent ID card?

MrCrawford, if that's the case, permanent residence that means you must have 3 stars on the HK ID card before I can apply.

I have none on my card, that now means I have no chance getting in.

The KA requirements states you must have a HK Permanent ID card, but what if you only have a HK ID card which is not permanent?

Can you still apply?
