All recordings I have seen of radars are no less than the originals being replayed in a later time frame... quality or accuracy doesn't really suffer one bit... in fact one can slow it down pause...

No INS exists onboard... IRS exists... and incase GPS signals are shielded or unable for any reason... it will automatically revert to IRS as a primary source mode of navigation. but...

As per my experience even changing the data frequency to an unused frequency wont help as in most cases the system uses SATCOM to communicate automatically in case no VHF handshake takes place.......

The older days (pre 406.25 MHz) the position of downed aircraft was with the the Doppler shift of 243MHz signal,,, if my memory serves me right... It was done by INMARSAT satellites in conjunction...
