Given packs are off for engine start I'm still not sure what the aircraft's movement has to do with it...what would you suggest at airports where the tug does a push and then a pull, and engines are...

Ok..FWIW on the the types I'm most familiar with the packs aren't running during the start process, they are off before start and go on after all engines are running.

I'm not sure I understand the logic of that..stationary or not you are still going to end up breathing air that has come from the Engine Bleed system.

I can't possibly comment on your points 1 - 4 but knowing how BA's "Galley FM" works I'd say point #5 is decidedly shaky and sounds very much like wishful thinking.
