The more fundamental point, though, is that the civil works would be prohibitively expensive. They could be justified at Funchal, but not at Leeds.

I stand to be corrected, but I believe Funchal ATC don't routinely allow landings on Runway 23 (approaching the 'elevated' end). I assume this is risk based, but could be due to prevailing winds. If...
