If the CWT fuel is being tankered and not burnt...

If the CWT fuel is being tankered and not burnt off then (on the types I've flown) it should be considered to be part of the ZFM.

Yes, increasing mass in the fuselage increases wing root bending moment but increasing mass in the wing tanks does not - SO, when we FILL the wings and THEN start putting fuel into the centre tank...
