I'd be very interested to know how you derive "centimeter grade" accuracy given an encoding algorithm which can't resolve to better than a meter.

If it helps, the potential resolution provided for by the ADS-B Compact Position Reporting (CPR) algorithm is about 5 m for airborne position encoding and 1.25 m for surface position encoding.

I'm not convinced that's the case.

Narita has had MLat since 2015, and Haneda was due to follow soon after. That should have allowed anything with a Mode S transponder to be tracked.
