Yes, pretty much this. With one carrier, you have zero availability for around 3 years out of every 8. Hence "two is one, and one is none". The UK "ambition" is currently the ability to deploy one.

Ours are where they are because that's how we've planned it. We now have 14 airframes and are on track to have 42 of the initial 48 in time for planned FOC in 2023. It's been that way for a while...
