Yes, I think it must have been the 9 runway plan. Still 9 is quite a lot for any airport!

Same applies : what on earth were they thinking they'd need 9 for?

Yes, they should have built T4 on the north side by demolishing something else? Is there any space left (I daren't say why not convert Waterside!). Or perhaps moving out some of the vast maintenance...
