Firstly, spotters tend not to 'keep their mouths shut'. They tend to take lots of photos which they then post online. Foreign spotters in particular have no qualms about UK opsec, why should they?

Actually we would be very likely to know, as we'd have an idea of which airfield/country they were operating out of. I've seen no reports of UK Reapers flying out of a European base.

There would likely be no ramifications, beyond an increased NATO fighter presence in the Black Sea I'd imagine. See the Iran shootdown of the Global Hawk in 2019.
