I didn't check the chart I just assumed it was below but I think you are right and as the others have pointed out they may have had enough fuel to wait the TEMPO out anyway.

I am trying to get my head around the wx for YMIA. My reading of the TAFs is we have the TAF issued at 1758 with TEMPO 19/24 BKN 006. The next TAF issued at 2302 but not becoming valid until 0000....
