I can tell you how it works at EDDF with 25L/R.

A swingover from 25L to 25R is mostly offered as "are you interested in 25R?"

If confirmed, the ATCO just clears you to do so....

Concerning EDDF, ATC expects you to follow M/A...

Concerning EDDF, ATC expects you to follow M/A for 25L even you have swung to 25R.....
