That doesn't sound like a cancellation, just delayed.

The academy is going through its RTO re-accreditation process and this will be absorbing a lot of instructor resources for the next few months.

You're assuming that 'possibly' applicants with a better aptitude for the job were dissuaded by the training salary.

The only time the commute from Caroline Springs to the airport would take 20mins is at 3am.
Realistically, you'd want to allow at least 30mins for a 7am start, and up to 50mins for an 8 or 9am...

Time between finishing at the Academy and starting final field training can vary considerably.

For an enroute group, it will primarily depend on when they have the OJTI and sim available to start....
