I don't think Dragonair has stopped hiring, if that is the question you are asking, but with redundant aircrafts in the fleet, they are perhaps slowing down the process.

As for stating unsafe, it was never a concern whether the pilot was safe or not, but moreso the company is unsafe to provide only 3 months...
