I think passing the qnh, ssa/msa and instructing the pilot to maintain own terrain clearance is sufficent. Howeverer I will look it up as i've never worked in class D airspace.

If he is self funded though he will have an advantage over failed nats cadets.

As he has shown the desire(self funding) and is unlikely too have a five year bar on achieving a radar rating.
