Hi.
Yes, you can use ASU for packs operation. It doesn't need to supply exactly 42 psi, it may be less. I believe that 25-30 psi is more than enough for packs operation.

737NG Pilot, never seen that delay on ground on A320. There is max 2 min cooldown cycle before APU shuts down (depends on bleed usage). Inlet flap closes immediately after APU rpm is less that 7%....

Try to open and then close cockpit door lock CB. As I remember, on some aircraft the same beep sound appears after this CB is closed.
