So basically, if they tell you to go 21 days somewhere... and you don't work because there's no flights or for any reason they find.... you sit your ass in a hotel room at don't get paid that day?...

I heard rumours that USA airlines are hiring or going to start hiring soon foreign pilots sponsoring them.

I don't really understand what you mean. You need to be unfrozen to get their ATPL. They don't accept frozen. (I know cause it happened to me and I have to unfreeze it if they accept my application).
