In Task Manager, are all your applications & processes normal? If you go into the Performance tab as well, you can see your internet throughput as well. I would compare the info with the computer...

For IE11, you can try running compatibility mode to see if it helps. IE11 is starting to go out of date now in Google's eyes, so be prepared to jump soon. Hope this helps for now...
