This is not all correct. At this moment in Ukraine 4 aircraft are operating under Ukrainian registration: UR-WUA, B, C and D. This is the main reason why the Ukrainian passport/ license is a "must".

This is the huge advantage for them if you are holder of EASA license in addition to Ukrainian ICAO. This is because sometimes you have to fly on Hungarian registered aircraft in Ukraine....
